[pycrypto] Pull request to reinstate "Alleged" IDEA

Hi everyone,

Since the patents on IDEA expired in 2012, I've created a pull request to
reinstate "Alleged" IDEA to the PyCrypto package. The trademark on the name
"IDEA" remains, hence the "Alleged" prefix, following the precedent set by
ARC4, etc.
