[pycrypto] ChaCha20-Poly1305 Support

Hi,

Are there any existing plans to integrate the AEAD algorithm ChaCha20-Poly1305 into pycrypto? It has as similar use case in IPSec as AES-GCM, which I have been using in the 2.7a1 experimental release.
